Conman Anees Arnalkar had offered flats to dentist under the Urban Land Ceiling (ULC) scheme. Borivali police said Arnalkar used to commute in a car with a red beacon, carried visiting cards and frequently travelled by air. The forum asked Dr Chen to pay the sum within eight weeks, failing which he would also have to pay an interest of nine per cent for the period of delay.
